freedom caucus has an absurd amount of power because of concessions from McCarthy. In order to win, he had to have the concession that literally any member of congress can motion for the speaker to vacate the chair in a no confidence bid. Other concessions included bringing a lot of nutty bills to the floor, putting more freedom caucus people on committees, and creating "investigative committees" for a bunch of wacko conspiracy stuff.
