Tbh I’ve always looked at the world of OP in a way where I see there being insanely strong people that dont partake in the piracy/government side of the world. For instance, we saw bounty hunters being hinted at with Zoro and his homies. Could be a ‘strongest bounty hunter’ type character that could keep up with NW pirates.

Like there’s prob some badass mf’s out there who live on some random ass islands scattered throughout the world. Fujitora might have been one of them.
