yup a lot of modern games with High settings play at 30fps 4k with a GTX 1080 tier card
I personally would just get a used 20 series card right now if I was going to be gaming at 1440p or 1080p
the performance increase outside of 4k seems pretty meh but 1440p is still a decent upgrade, 1080p seems pointless unless we get some faster CPUs soon

I will say that take look on the used market for your RTX 2070. Retail prices for those are too high rn so I don't recommend buying retail

Id recommend pretty much everything be new for obvious reasons. I only recommended used for your 2070 because due to the new launch of the 3000 series of GPUs, the 2000 series has a horrible value as retailers cant really drop the msrp, so the only way to get it at what it should really be valued at is the used market.
