In my opinion, they dont close down the risky stores. They hire private security or police for risky stores that make profit around me. These stores are moving to areas right down the street into smaller spaces that cater to tourist and transplants. Some of the time these big corps aren't even welcomed by the community

I don't blame them as I hate criminals. One min it's Nike store next it's your house. These type of folk need to be stopped in their criminal tracks. That's what happens when parents are so lazy and awful these days.
