The only way you can propose that Simmons woulda got flipped for Lillard is if you (the ownership) thought Lillard wasn't a franchise piece. But idk at what point in reality Simmons would've been close to Dame. It wouldn't have been in 2017-18, Ben's arguable peak. Wouldnt have been the next year where Dame ended up being a star and carried the Blazers to a WCF

That being said, Love is a negative asset, and that's the reason he hasn't been traded for ANYONE. He was mentally weak in the offs and couldn't keep up with bigs nor floor spacers 6 years ago for a team that was routinely in the top 5 of wins and had multiple mentally strong players to support him.
