If there's enough available, yes. Just like how the average 20 something year old should get the flu vaccine. After people in the medical field get it, I'm guessing the next batch of people who will be able to get it will be older people or people at greater risk of infection. But I'm guessing there will eventually be enough vaccine that everyone can get it.

The goal is to create herd immunity, which means that enough people are immune that the virus doesn't have any bodies to infect and thus cannot survive.
