    It comes from various iterations of the Achaemenid Empire and surrounding areas used or refer to local rulers, governors, proxy kings, left in charge by a higher authority of the empire to manage the province/region. Since in older times, the nature of rapid expansion meant it was easier to leave a lot of the logistical/political organs of previously conquered regions in-tact provided it was easier to just pay the off rather than start from the ground up.

    It’s also referenced in the Macedonian Empire a lot as this became a point of contention between Alexander’s men and foreign satraps who Alexander would still keep in power and give large sums of wealth
