As far as i know it started with the neighborhood lan networks in 98, highly decentralized right from the beginning, they merged each other along the time creating a strong (mostly fiber optic-based) infrastructure is like a big LAN .

Big internet providers mainly RCS&RDS bought these neighbourhood small networks to implement them into their service. It's cheap cus in the 2000s they started implementing fiber optics nationwide because it was future proof while Western Countries we're still on copper
