Ukraine is a specific country and the Dnieper river is basically a line that divides the country into two parts - western Ukraine which has always been sort of pro-European and eastern, which has always been pro-Russian
He'll take the eastern part and the western part will serve as a buffer zone
The eastern part would have no qualms with living as a part of Russia or as an "independent" country like Transnistria
