But in an imperialist world with increasingly competing imperialist powers - and the contradictions between them becoming ever more acute - decisions like these are certainly rational from the perspective of a 2nd-tier world power attempting to protect its interests and re-establish its historical counter-hegemony

Explaining isn’t endorsing. Much like I can certainly say it makes 100% sense for businesses to price gouge after a natural disaster in the context of a capitalist system. I think price gouging is dog s*** behavior and people that engage in it are scum of the earth but it’s an incredibly rational decision for a capitalist to make in a capitalist world.
