Dugin is not uninfluential but he's not the core ideologies
The Russian regime is part defensive, part revanchist (Dugin) and part seeks to protect its legitimacy
I can expand on this as I read quite a lot of scholarship on Russian politics for my dissertation

i reckon finland is pretty safe, that message went to more embassies than just the one in helsinki. finland also to my knowledge ranks relatively low in terms of importance for the rossiyan idea of eurasianism whereas ukraine is fundamental
also to expand, the eurasian ideology was originally developed in the 1920s but dugin revived it and as such now calls it neo-eurasianism and while his influence has at times been overstated, "Putin's Brain" meme, and the general russian populace may not pay him much mind - he is the best source for any sort of consistent throughline explanation of the anti-liberal, multipolar, eurasian worldview which at least in part is shared by Putin and the siloviki
