tbh i kinda don't think it's a war declaration only because it's a NATO general. at least domestically in the US, Biden would be scheduled to have a press meeting (see: Bush for Iraq). Dementia aside, I definitely do not think the US would simply have Biden not announce involvement in what is basically WW3 in lieu of a NATO bureaucrat. The statement is likely a formal accusation or the acceptance of Ukraine into NATO, which is 100% escalatory for both parties, but it's not necessarily an outright declaration of war. The mutual ending is basically eastern Ukraine (Donbass, Kherson, etc.) goes to Russia and the west ignores it to not escalate war, but western Ukraine is absorbed into NATO alongside Sweden & Finland. Both sides would basically walk away from the war and claim they "won", esp. the US by proxy as europe would virtually resort back to complete US & NATO dependence + NATO would be strengthened, while on Russia's side they would be like "see guys we won, we liberated these regions and we didn't have to use the conscripted forces after all." Regardless of what you think of NATO, if Putin saw what has happened for over a year in Ukraine alone, if he thinks going beyond the annexed territory into a theoretical NATO controlled Kyv/Western Ukraine is a good idea, that may legitimately be the actual stupidest move by an authority in history. That said, inversely, Zelensky into annexed territory...
yeah it was basically, the escalation has been on both sides. NATO has been irresponsible in escalatory rhetoric and sideline involvement (esp. in regards to Finland & Sweden + the Baltics), but it's not like Russia has really played their hand well either. We can argue back and forth all day in a game of who started it or a he said/she said but there' no alleviating of either party, anyone who wants to act like the escalation or propaganda is entirely from one side is just jaded.

Regarding the statement. Isnt it more likely regarding the annexations (repeat they wont recognize them), the application of Ukrain (not necessarily the acceptance), and something about the Nord Stream pipes. Havent seen anything other than this screenshot about unprecented press conference.

the "Unprecedented" was added in news headlines to make it seem more juicy basically. NATO press releases do indeed mark themselves as Major or Urgent sometimes (look at the atlantic council statement on afghanistan/taliban).
Considering they also had a vague statement about the pipelines yesterday (nato.int/cps/en/natohq/official_texts_207733.htm), it is definitely more about the annexation and how they plan to the treat non-annexed/annexed ukraine going forward.
