I actually agree with that. 7pm wouldn't be bad at all. Nitro used to come on at 8pm before Raw would come on at 9 on Mondays.

TK also needs to get this ROH deal done quickly and give the keys to Regal as well to run it. The issue is that he also is doing way too much all at once. If he paces himself things can be a little bit better.

Dismantle Elevation/Dark (or merge the two) and have the ROH show either on Tuesday nights or Thursday nights. Personally, I'd do Tuesday, as some matches or feuds can spill over into Dynamite.
