imo Cena had a hand in a few of the decisions from this retirement run regardless of what he says

the Cody matches at Mania and Summerslam, the Punk Saudi match was likely one, and this Gunther match was absolutely the last one. They probably came up with the idea of him tapping to Gunther in his final match a year ago.

the problem is how HHH booked both of them for the rest of this year up until to this point. That Jey Uso run was more damaging to Gunther in hindsight than it even was in the moment lol, and ofc the heel Cena run flopped. So now what seemed like a good idea on paper didn’t really land because mfs even the casuals are tired of your s*** booking
