FPS is 100% decided by developers. Most games today could easily crack 60fps and some could get 120fps but instead developers push graphical fidelity to appeal to the basic consumer who sees something pretty and thinks its good.

We will see games at 30fps, 60fps, and 120fps on ps5. Many games will likely have graphical modes and performance modes so consumers can decide
