I dont think its twitter letting them rock as much as the internet just having too much overload of this content for twitter to do anything about.
Twitter would have to do a p***hub-esque re-brand to get rid of all the death/live leak videos that touch their platform.
Instagram should not allow people to record IG Lives though.
