This is ignoring the controversy that has plagued DC over the years and is more about some of the creative decisions that have to be made.
1. World-building. 6 of the main justice league members are from fictional cities and lands. There is an extra level of world-building that you need to do to establish each location and how the location shapes each character. Marvel, on the other hand, heroes are based on real-life locations that we know the history of, which leads to more cohesion.
2. Timeline. In most DC animated TV shows, and animated movies, (Not as knowledgeable with the comics) once the Justice League is formed most of the heroes are working together or are in constant communication. In Justice League the animated series, Young Justice, and direct to home movies, there are always multiple heroes working together. It feels like a disservice to have your heroes constantly be separated if a world with multiple superheroes. Having a Justice League movie every 6 years and having the heroes separate is not the move. Compared to Marvel, it makes more sense why they are not together as often. Such as with the Civil War and the snap and heroes dying.
3. Meta humans. Once DC establishes the fact that there are meta-humans, is it harder to have a character like Batman stay a ground-level character. He goes from fighting Two-face, and the Joker in his movie, to fighting an alien in a Justice League movie ,it does not mix well. Meta-humans similar to the X men are turning points in each cinematic universe that once established, have to affect every other movie in the future.

Yes, Marvel had more flexibility with there the lesser characters, most of dc character in the justice league are more popular leading to less grace on how they are portrayed.
They should’ve just started movie by movie doing it they own way and by now they could’ve took over where marvel has been slacking but instead they rushed to compete

I feel like DC didn’t take the lead on defining themselves. Marvel was known as the quip heavy crowdpleaser. When man of steel ended with superman killing someone, DC became known as the darker equivalent to Marvel.
I don't think this is make or break for an entire cinematic universe, but one area I notice that DC movies fall short (among many) is having an engaging villain.
Almost every DC villain save for maybe Zod and dude from Aquaman have either been incredibly uninteresting or a CGI abomination. Some of Marvel's best movies are elevated by their villains.

recent batman was dope but warner is so all over the place who knows if they ever get it together

i think captain america was a perfect mix of both because the character can be a mix of both. but there was always a serious undertone. now all the characters quip like they're peter parker and its personally annoying,.. seeing how much the characters start to blend together. if that makes sense
krypto can get a lighthearted movie but like..if there's some super serious stakes world ending situation the heavy handed lightheartedness is a little out of place n dischordant
Snyder's DC plan was way more interesting than any other cinematic universe. I don't even really comic book movies like that, but I liked those early DCEU movies because they had a style that attracted me. The superheros felt like gods, along with the cinematography and music

Your first point kind of goes out the window really quickly, Star Wars has a fictional setting and it's been around cinematically over 4 decades. Gotham felt alive in various Batman movies just fine.
Your 2nd point is built around a single interpretation of the Justice League, they don't necessarily have to be in constant communication with one another, the comics has them leading their own series with little interaction with one another, and the things happening at the same time as the things happening in the Justice League series. A lot of what happens with the Justice League could also be incorporated into the solo movies, like how Civil War had all the Avengers interacting, and Scarlet Witch's story was concluded in Dr Strange 2.

Zack Snyder just didn't understand Superman on a fundamental level, and that set the tone for the disaster that followed Man of Steel.

The basically just wrote the world poorly, it was never really down to some inherent flaw in the source material, it's shown itself to be very fluid in how it can be interpreted, and WB just interpreted it horrendously.
