Ye wasn't the one who removed it from the deluxe, Andre didn't want to clear it for the deluxe unless Ye added the beeps as a censor instead of just silencing it.

And it was removed from the regular album but was never scrapped, song was always meant to drop. He previewed it a few days after the regular album dropped in Germany.

I don't think it was anything to affect Ye's rollout. I think he was just showing how obssessed Kanye was, that he used a song dedicated to his mom with an amazing andre 3k verse to diss him.
