I don't doubt that Drake may have communicated to him that he'd be down to do it. The thing is Drake lies just as much as the next guy. He may WANT to do it, but he won't get around to having the opportunity to because of one thing or the other.

Didn't he and Future have to lock in a studio for 6 days to make WATTBA? And it was done in 6 days because that was all the time he could spare. An album with Rick Ross will take months to make because Rick Ross doesn't rush his albums. I'd like to be wrong but don't see that happening tbh.

If it’s anybody I want him to do a collab tape with it’s Ross. But i also fear it would blemish their track record. More chances to miss than undeniable one offs every year.

I think any collab tape Drake does is gonna have to be initiated and executed on his own time. It’s up to him to press the GO! button. Until that happens, it’s usually all in theory.
