For smaller/brand new artists it makes perfect sense
You have to pay to use every Distro that gives an 100% royalty rate (Amuse used to be free & 100% but they stopped that tier a couple years ago)
For an artist who doesn't know if they'll actually make money it's better to temporarily give up that 15% than to pay $25 for the year or to pay $9.99 per release
It's easy to change distros too, so if a time comes where you're actually making real money, you can just switch to a different distro
I'm sure folks who start making bread will definitely switch to a one time fee per upload or AWAL or something, but there's no point worrying about losing 15% of nothing

yea its a flat fee. There are some free ones though and some that take 10% or less. 15% adds up fast when you get a decent number of streams. If you dont even get some sort of roc nation access or benefit i dont see the point.
