Without proper documentation I don't even think people would understand what's going on there. It seems all these source codes do is help cheaters. The only game series I can think of where the source code did a lot for game developers was DOOM, which is far simpler than GTA V.
For example, did anyone use the HL2 leak for games? And even if they did, wouldn't it be illegal?
Not really, using leaked source code in game dev is really bad legally (even for inspo) so no one does it
Even free mods that use it get hit with trouble.

Not at all.
The source code points To a bunch of assets / tools people do not have access to.
Unless the leaker is offering 100’s of TB’s (yes tb’s) worth of assets and tools

Still the same underlying code. Will have the same vulnerabilities. The top tier RP servers will be safe to play as they have a whitelist. But those without are free reign
