Reason/Theory: Him and Real Dimez are the only main side characters not shown in the extended look
Given B***y gave off the most menacing vibe out of the main side characters and him not being given any screen time in the extended look may be Rockstrs way of keeping their main villain hidden.
In the intro scene he sends Jason and Lucia for a pick up into the d*** den and it is hinted he knew it was a trap trap.
B***y not being shown but having him be mentioned and his presence felt and his personality hinted at long before we see him is a common trope in entertainment of building up the villains presence without showing them.
Think about it, without showing B***y we know just as much about his character as we do Brian, Lori and Raul who were actually shown in the Extended look.
Real Dimez are likely also not shown due to their ties with B***y.
