It’s clear that Jason is supposed to be an awkward, quiet, closed off person.
Lucia and Jason himself asserts as such in the elevator on the way to meet Brian and his wife.
Honestly the dude probably doesn’t talk a whole lot in general and thus his vocal inflections may shift at times because he hasn’t really developed a consistent cadence/tone. It’s like how some people who don’t speak a whole lot can often stutter or mispronounce words.
