It's kinda the same reason Yakuza series tends to stay in japan. Eventho the new one is somewhat based in Hawaii (?)

vice city is only a footnote in this games map there’ll be more new named locations like San Andreas

The thing is, GTA is pretty much a satire on American pop culture and that's why it might have some difficulties transitioning to the international scene, but if there's anyone that can pull off GTA: Portugal, it's Rockstar

I’m definitely not trying to play a game where niggas is talking in that Toronto dialect n slang. Maybe 1 or 2 characters but I ain’t tryna hear it over a 40+ hour game. Gimme GTA London again instead.

The excess of guns is a uniquely American thing too. Balkan GTA would be hard tho.
