Because the CPU of the PS5 is not strong enough to support 60 FPS on console unless they cut massive corners on fidelity. But it wont run like s*** tho just a steady 30

I think you're underestimating how popular GTA is. San Andreas the highest selling PS2 game, IV was the fastest selling entertainment product (not just video game) of all time and V did even better, selling $1 billion in just 3 days

Chronically online has nothing to do with it. Pretty much everybody who would buy GTA VI knows about it at this point
