Not to make excuses for her (even tho that's what I'm gonna do lol), but EICS was the first time she had any real say in the music that she made. A chunk of her fanbase doesn't even consider her first four albums to be canon. I don't think it's really fair to judge her record as a hitmaker yet.
Nonsense did well enough for an album that had very little fanfare when it came out, outside of her core fanbase which at the time was pretty small. The Eras Tour gave a big boost to that album and to songs like Feather.
I'm sure you're right that they're trying to capitalize on current popularity, but by the time this album comes out, it'll have been over two years since EICS which is fairly standard.
