Some smartphones have filters to block out infrared light on their primary camera, but very few of them have filters on the front camera. It could be a rat repellant. I recently went to an airbnb where they had a bunch for speakers connected around the house, but the speakers emit a certain frequency that you can't hear and it keeps rodents away.
