Not all authoritarians are fascist but authoritarianism is a tenet of fascism. The US is not a country with an authoritarian ruler. That is not the only reason, but just one to immediately dispel that thought. Political scientists generally can't peg down one single definition regardless, so no it can't just be defined. You've mentioned genuine issues but that doesn't mean the US is fascist.
