WLR was absolutely trashed by critics and many fans/casuals alike. Kanye executive produced it, therefore he was probably behind some major decisions like the poorly received artwork, tracklisting, etc. We could've got an entirely different album if kanye wasn't behind it. And considering how bad kanye's music has been for years, it's not too farfetched of an idea that he brought the album's quality down.

I wouldn't be surprised if the chaotic, unrefined punk energy of WLR was fueled by Kanye because his music has a similar feel to it too. This s*** is like a trap yeezus.
an artist evolving cannot ever be considered a failure, no matter if it was panned by critics/audiences. hell, even soul train by Nahmir isn't a failure, it got his name buzzing again and at least he's not trying to make the same song over and over like Lil Pump.
i guess it's a failure in the label's eyes though (fell off sales wise after one week, Durk is selling more overall for ex.)
