The thing about Em is that he could easily make a great/amazing album if he wanted to. He could make a introspective 10 track album with Alfredo type production from Alchemist.

But he deliberately chooses to sacrifice basically every aspect of his music aside from his lyrics. It's not like he can't make a classic, he's done it before. It's just that he chooses to push back against legitimate criticisms and do the opposite of what people want. We all know he can rap his ass off. We know he's an all time great. But being a great rapper does not equate to making great music.

But Eminem is definitely still in the 11-15 range. Idk if Snoop even top 30.

These dudes would still sound great on Dre beats, but sound like struggle rappers on anything else.

Dre helped him fulfill his potential as an artist, but his lyrical ability was already there.
