Neither of those things are true. The Mexican government held a public hearing into UFOs similar to the ones currently taking place in the US. Jaime Maussan was invited to testify at this hearing, and that is where he showed the mummies. He's a third party unrelated to the government. While the Mexican government might be in on this as a publicity stunt, as far as I can tell, they haven't explicitly endorsed Maussan's story.
