No it really doesn't. Sure these resolutions aren't neutral, but all they prove is how economically tied that country is on Russia. And Chile and Peru usually do vote against the US and Israel on these things. Even centrist/liberal Argentina and right wing Honduras voted to end the Cuban embargo when it comes up, like most other countries. Not saying they are or aren't leftist but this isn't the place to look.

But ending the Cuban embargo isn't the same as kicking a country out of the UNHRC, pretty much all countries except US and Israel vote in favor of that.

This has little to do with economic dependence on Russia. The countries in Africa that voted against this definitely don't depend on Russia economically lol.

What? Those African states absolutely do depend on Russia . Russian imports and investments are very prominent in Algeria, Egypt, South Africa, Congo, etc. And other countries like the CAR n Mali rely on Russia for security. Similar situation for the Latin american leftist governments on this list who want to lean on Russia as a counterweight to US influence in the region, or rely on Russian investments (especially Bolivia).

I said economically, Russia is not as big of an economic factor for most of those countries compared to Western countries, if that was the rationale they would have voted the same as them. But security and political alliances do play a part, Ethiopia is a good example of that, Russia has taken the side of the govt during the civil war while the US and other Western countries support the TPLF, but they depend much more on the West economically than Russia.

And yes of course this is just one vote, but with many of these countries they're in line with previous votes UN resolutions on Russia, unlike Brazil for example.

That might be true overall but China is the country with primacy in that sphere and theyre pro-Russia. Russia also has the biggest share when it comes to critical ressources like weapons and grain. Russia is iirc the biggest arms seller in Africa. Grain is especially important because food prices is a good meter of political stability, and North Africa has seen what happens when they go up.
