i guess it avoids civils wars in the imperialist bloc by keeping their populations materially well off and well fed
the imperialist bloc also creates civil wars by arming and training militias and secessionist movements who probably wouldn't have the balls to commit to a total insurrection without foreign support bcuz they know they would get crushed
