it depends on who you ask. from an external perspective obv someone like Orban is reactionary and no one would deny that but reactionary != social conservative
when a lot of these people express socially conservative views they usually aren't expressing a will for what's now common western reactionary politics, they're expressing it for a specific brand of social norms which came with the era they associate with national & relative social stability
