Sounds like a synth, probably find something similar by looking at pads and turning the attack low so it’s more like keys and stabby and doesn’t have that fade in. And opening any filters so the sound is brighter. Saw shape wave style synths and turning the number of voices up and raising the release might get something similar too

And layered it with a little breath type ‘ugh ugh ugh’ every time it hits. I think that’s what gives it the coolness and makes it sound unique.

You can probably find vocal stuff like that from cutting stuff out of acapellas or on exhale/output/reddit
