i think that's what "love everyone" (both the album and his mentality) was always about, he likes the idea of showing the worst aspects of humanity and forcing people to recognize that nobody is too far gone to be saved. it seems like an idea he's too afraid to take to its logical extreme, as shown by him scrapping the provocative shock jock version of love everyone, but he'll flirt with it by going out of his way to give high profile cosigns to extremely controversial people like manson. i don't agree with it, but it's admittedly fascinating.
