This may be a bit convoluted so bear with me:

• in the comics, it is symbiote tradition that the black symbiote we know and love forever has this strange attachment to Peter Parker after they first bonded
• in the Sony films, the black symbiote is a part of a hivemind so anything that strongly impacts one universe’s black symbiote impacts them all…therefore whatever the first universe was where the black symbiote bonded with Peter Parker (we can safely assume it was the Raimi universe) didn’t just create that symbiote’s bond with that Parker in that universe, but every universe’s version of the black symbiote with every universe’s version of Peter Parker
• so once the spell brought in anyone who knew Peter Parker was Spider-Man, any person who existed in the multiverse who was bonded with that black symbiote at the time of the spell could slip through into the MCU…it just so happens that it was Tom Hardy’s Eddie Brock, but if Strange didn’t contain the spell it would’ve brought in more people who were currently bonded with that symbiote throughout the multiverse

And because of the hivemind, it doesn’t matter that some universes of the symbiote - or the people bonded to it - haven’t actually met Peter yet. Or at least this is the only logical explanation I can think of
