It alternates every year between AFC and NFC having the choice of jerseys. Usually whichever team gets the choice just wears their home colors, but sometimes they say f*** it and wear white instead. For example the 2005 Steelers wore white when they were the designated "home" team against the Seahawks.
Similarly this year, it seems the Bucs are choosing to wear white. Next year the AFC will have the home designation and choice of uniform.

I just looked back and the NFC has worn colors in Super Bowl 49 (Seahawks), 50 (Panthers), 51 (Falcons), 52 (Eagles), and 53 (Rams).
However the Patriots were in Super Bowls 49, 51, 52, and 53 so maybe they just chose to wear white. Either way somebody f***ed up the order lol
