i agree
not a gun guy and I also frankly find originalist Second Amendment jurisprudence somewhat silly (Heller is one of the most boring and tendentious opinions ever written, even the parts that are convincing)
but i do think that if the Second Amendment protects the right to self defense (which was the precedent), that a "may issue" regime like new york had is reasonably construed as unconstitutional, and reasonable statutory restrictions on "shall issue" regimes are still allowed
