But robbery and assault are reported way more. According to your picture, if more people reported rape and there were 625 cases reported out of 1000,

It is just a fact that some crimes are harder to prove than others.
That doesn't mean it is taken less seriously by the police. According to your picture, rape is taken less seriously by the victims themselves than other crimes. Not by the police or justice system. 2% of reported rapes lead to a conviction. 3% for burglaries. Is that 1% difference an indicator that police take burglaries more seriously? No. That's a dumb conclusion to make
