It’s to get fans to listen to these songs again and increase streams. That’s the goal. Why would a label need to create a “playlist for fans” when they can do that for themselves?

if someone had already heard these songs prior I'm doubtful they'd listen again in this format and or I'm doubtful it'd lead to a big enough uptick in streams for it to be considered "manipulation".
this seems like a non-issue to me, an actual issue is things like play-listing (although even that itself is somewhat overblown in the big picture)
a thing, especially a book, record, or broadcast program, that is put together by assembling previously separate items.

I'd consider chart manipulation to be things such as heavy playlisting, payola & things such as remixes (in the context of sales), bundling as well, all of which I have varying levels of problems with.
listening to previously released on an organised EP/playlist such as this comes down to consumer choice and as such I don't really see it being "chart manipulation", just more so extended promo of said previously released songs, I'd hardly imagine any of these eps would have enough of an impact to effect the charts anyway.
