It makes sense. Sebastian has been saying this role will be very physically demanding and that he is back in the gym. I wouldn’t think Harvey Dent would need all that training especially if he’s not Two Face for a large part of the movie.

Tbf, i distinctly recall pics of Colin coming out right as The Batman began filming and he had white hair and a mustache. Ended up looking nothing remotely like himself. Could be the case he's prepping for prosthetics

Mike Marino has worked with Stan on A Different Man, which may have given Reeves ideas in the first place (casting gif came from the movie too). Marino said he struggled with Stan's hair, so he could just be bald the work easier with wigs or accident (assuming he's Dent idk).

I think its valid to assume he is because that's the only character trades seem sure about. Deadline's most recent article on the gifs didn't even bother to mention Gilda or father Dent anymore

im not 100% sure since prints were made at the time of its originaly release but who knows if the studio properly stored all of them once they stopped playing them back in 1989
