The flood is going to cause crime in Gotham to completely skyrocket . And because of that a new public figure will rise up and motivate Gotham, and that will be Harvey Dent. Bruce will notice that Harvey seems like he genuinely wants to help Gotham, and Bruce will publicly support Dent and potentially fund his campaign

Meanwhile Batman will be investigating further in to Gotham’s corruption with the help of Dent, and he’ll end up discovering the Court Of Owls. I also think Hush could be involved as well

hopefully we get casting news this fall

Original Basil Karlo but with a combined origin of later Clayfaces. Struggling actor who looked to experiment with his face, can shapeshift into other people, has a blobby face, but doesn't go as far as turning into a big monster. That one was intentionally 40's cinema inspired tho so maybe just modernized
