This was the original plan, to kill 2Pac before he had time to become a superstar. However, the assassination attempt failed. It was after this incident that Sean Combs, now going by "Puffy", learned the truth about what was going on, but was offered hush money by Suge. Now that his plan failed, Suge had to formulate a new plan, which involved him signing Pac to Death Row. Suge had scrapped this idea before meeting with Puffy because he didn't want himself to be associated with the murder, but now he had no choice. Since Suge was actually the mastermind behind 2Pac's rape charge, he decided to pay off the judge to convict Pac and sentence him as soon as possible. With all the hype surrounding Pac and his latest album "All Eyez on Me" debuting at number one, now was the perfect time to kill him. So, on September 7, 1996, Suge hired the same henchman to do a drive by on 2Pac after the boxing match they were attending in Las Vegas. Clark was instructed to aim low so as to not hit Suge, who was the driver. Clark only accepted after Suge threatened to have him assassinated by the FBI. As for Devan Clark, there was a massive coverup done where every instance of Suge's version of Biggie was memory holed and replaced with Devan's likeness, due to his striking similarity to Christopher Wallace. Devan, due to his incompetence during both assassination attempts, was assassinated himself sometime in April 1997. Although his mission was successful, Suge and the FBI soon had a falling out as Suge was tasked with taking out others close to Pac, namely his mother, Afeni, and his stepbrother, Mopreme. Suge accepted the mission, took the money, and didn't follow through. This led to the eventual downfall of Suge and Death Row, with the FBI directly funding Jimmy Iovine, Master P, and even Puffy (now Puff Daddy) himself to compete with Death Row. This operation directly led to the rise of Eminem, who was associated with Dr. Dre, a former member of Death Row. As Suge's celebirty and mental state declined, in 2015, he tried to kill Dr. Dre on the set of Straight Outta Compton, but ended up injuring two people unrelated to Dre instead. The feds took this opportunity to pounce on Suge, falsely charging him with vehicular manslaughter, despite the fact that both men were actually still alive, and sentencing him to 28 years in prison. And as for Biggie's associates and collaborators, you can't get any info out of them because they have all been MK Ultra'd, the only exception being Lil Kim. You see, Biggie's affair with Lil Kim did in fact happen, and because Suge couldn't be in character all the time, Kim knew about the whole plan. When she caught word about the plan to kill off Biggie, she found out that Suge also planned to break off his relationships with both Kim and Faith Evans. This infuriated her and as an attempt to get back at Suge, she informed one of Pac's close friends, Yaki Kadafi, about the whole situation. Kadafi then told the rest of the Outlawz. One of the Outlawz, Napoleon, told Suge, and Suge killed Kadafi himself and made Napoleon's cousin Roddy Beale take the blame. Napoleon and Beale were paid off and the rest of the Outlawz were MK Ultra'd. This is the reason for Napoleon's shift from rapper to devout Muslim. Kim on the other hand was killed during the massive coverup in 97, and replaced with a someone else whose name is currently unknown.
