The list seems inaccurate because I think Billboard’s methodology is they count how many weeks you spent on their chart, which is stupid af

hmmmm ok but sales manipulation/streaming parties (what Bieber encouraged, vpns don't count towards the chart btw) doesn't really have to do much with longevity (what we're talking about) as songs that chart high as a result of that then tumble off the chart quickly, the only case I can think of not falling off straight away being BTS' new single and that's a result of an extremely dedicated fanbase of which western artists do not have.
we can't measure payola from my knowledge, so it's hard to put that on billboard and in that case you'd have to dismiss pretty much every radio driven hit (aka a lot of hits pre streaming era which you have a lot of in op)

you do know not all radio is fueled by payola and that it's made a rolling chart for a reason. I think what you want is entirely organic hits which don't happen a lot, the last one I can remember really being old town road
