in Neil’s words in 2013 the game was written under assumption vaccine would work in an interview with ign 1 week prior to games release

Its retconned but its okay cause the many small retcons they make will help better set up season 2

At the moment I don't have the particular interview (because it's 10 years old buried by Last of Us 2 links in search engines), but I do have the following two ending interviews which infer the vaccine's success.

I always thought it was a good chance and didn't care if Joel and or ellie died at the end of the journey. I personally would have liked a sequel to be anthology and never see them again but I see the value of returning to them.
