Can't answer the first one but the people in white are the Guilty Remnant. Their purpose is to remind everyone of what happened and make sure they don't forget. They wear white to set themselves apart and in the book I think they were described as religious group. The episode with the stuffed dolls is the most audacious experiment they pulled off
