EP 3 really showed how Oz and Vic have similarties with having a disability and they share how chances for them have to be taken control of because they wasn't given any real cahnces at life
Multiple scenes in EP 3 explained how Oz is looked at like a joke and he can see how Vic can be looked at the same way

Could be a way to adapt another aspect of the Long Halloween with a slight change. In that, Alberto was Holiday, who was doing all the murders in Gotham. It did turn out however that Sofia was "The Hangman" in the sequel Dark Victory.
So I think it could swing either way. I'm leaning more in the direction of it being Alberto so they can check off the Holiday adaptation that was missing from The Batman.
