i would not at all say Hamas is more respectable in the eyes of either of those countries.
The reason they fund Hamas, or in this case the Kataeb, in the first place is to destabilize the genuinely legitimate PLO, since an empowered PLO would have far more responsible tactics than Hamas
Then they use the actions of Hamas against israel to manufacture justification
Their posturing is specifically to empower an authority who will violently carry out attacks against them which will allow for them to receive public and international support
it’s SO f***ed up

for those who don’t know, the Sabra & Shatila Massacre was carried out in September of 1982 by a right wing, Lebanese Christian militia against up to 3500 Palestinian Civilians in the refugee camp of Shatila and its adjacent neighborhood of Sabra, in Beirut Lebanon. The entire massacre took place openly in front of the IDF (who had invaded the country in the wake of the civil war), who received reports of the massacre but did not take action.
