yes it is a symbol but if it has any connection with a book that also has people wearing masks over their heads it's because wearing a mask over your head is a symbol that exists in a lot of art and it all means a similar thing

i think because he has a track record of putting a bunch of meaning into s***, the smallest example similar to this is changing up his hair styles during rollouts/when he feels like he couldve died
